How can I create a WikiPageLayout with WebPart as Default

I have a WikiPage which looks like this: 

  • Name of the Page: LayoutTest
  • The WebPart with View
    • Style: DocumentDetails
    • Item Limit: 1

In this way I’m able to view and edit quickly the properties of the Page

Question 1:

-         How can I make the Properties showing in the Webpart display only the Properties for the WikiPage

  • You can see the click on the arrows net to the “2-2” to scroll to the Properties of the next WikiPage.
    • I don’t won’t this.  I need to create a view with an If-statement but this is only possible with SPDesigner

Question 2:

-          How can I make it a Default LayoutPage, because if I click the:

  •  Add new Page: this is the new Page I get without the WebPart
